"Sign up" and follow the link.
"Sign up for a PayPal account and continue to checkout".

It will take a few minutes to create your PayPal account. PayPal support will immediately send you a confirmation email. Your confirmation email contains a confirmation link. Just follow that link. That's it, you have created your personal PayPal account.
